We always made arrangements to go to the information centres as soon as possible after our arrival on vacation, to browse around and pick up new information to have handy, when we need them. The main Vancouver Tourist Centre is open all year round at:

Make sure you allow some extra time when you go to the downtown Visitor Centre. It's very close to Canada Place, with the Vancouver Convention Centre (one of Vancouver's landmarks, with the unusual sail-roof design). It's also the main docking area for the cruise liners, plying the popular Pacific North West routes.
At the airport, 2 Visitor Info Centres are open year round at:
Hwy 99, just north of the Canada/US Border. It's also open year round.
The Visitor Info Centres at the cruise ship terminals are only open during the regular cruise seasons.
